The business I work for is a restoration company with locations in 2 different cities with two separate phone numbers. The web company we hired to help with SEO says that we cannot put both phone numbers in the header because Google doesn't like that. So, we have to include both phone numbers as an "image" across the hero images, which looks terribly tacky in my opinion. I think both phone numbers should live in header. Can anyone help me understand what the web company is talking about or if they are just full of bologna. To date they have done nothing but disappoint.

Hi Hannah. That’s correct. The phone number you place in the header would be crawled and identified by Google for Seach Engine ranking purposes, among other factors of consideration. What could happen that your website would show up for a particular region (where the number belongs) at a higher ranking than for the same keyword, when searched by prospective clients from your other location. The best thing to do is to have a separate contact page making mention of the two addresses/contact information. But if one of those is your HQ, go ahead and keep it in the header.

Yeah, for local optimization, it is better if you can place the phone numbers in the header and not embed those as image. This can eventually slow down the webpage loading time and eventually you can lose on ranking.
As far as the SEO firm is concerned, you need not keep your money flowing if you are not deriving substantial results. Call the deal off and seek for another company that serves as per your requirements.
